SAILING INSTRUCTIONS
1 RULES
1.1 The regatta will be governed by the ‘rules’ as defined in The Racing Rules of Sailing.
1.2 The Yngling class rules, the Notice of Race, and these Sailing Instructions (and any changes thereto) will apply.
2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board(s) located at the Sail Newport dock office.
3 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 0830 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed at the Sail Newport dock office flag pole.
4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in race signal AP.
4.3 When flag Y is displayed ashore, rule 40 applies at all times while afloat. This changes the Part 4 preamble.
5.1 Racing is scheduled as follows:

5.2 The numbers of races scheduled are as follows:

5.3 When more than one race will be held on the same day, the warning signal for each succeeding race will be made as soon as practicable. To alert boats that another race or sequence of races will begin soon, a series of short horns will sound one minute before the warning signal is displayed.
5.4 On the last day of the regatta no warning signal will be made after 1500.
6 CLASS FLAG
Class flag will be a white square with the Yngling class insigne, or code flag “1”.
Racing area will be north of the Newport Bridge, and south of Gould Island.
8 THE COURSE
8.1 The diagram below shows the course, a windward-leeward course:

8.2 No later than the warning signal, the race committee signal boat will display the approximate compass bearing from the midpoint of the starting line to Mark 1, and the number of laps to be sailed:
“1” Start-1-2-Finish
“2” Start-1-2-1-2-Finish
8.3 The starting and finishing marks are marks of the course only when starting and finishing.
9 MARKS
9.1 Marks 1 and 2 will be yellow inflatable tetrahedral buoys.
9.2 New mark, as provided in Instruction 11, will be an orange inflatable round buoy.
9.3 The starting and finishing marks will be a race committee signal boat at the starboard end and a buoy at the port end.
10 THE START
10.1 The starting line will be between a staff displaying an orange flag on the starting mark at the starboard end and the port-end starting mark.
10.2 A boat starting later than 15 minutes after her starting signal will be scored Did Not Start. This changes rule A4.1.
11 CHANGE OF THE POSITION OF THE NEXT MARK
To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. The change will be signalled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated without further signalling to maintain the course configuration. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.
12 THE FINISH
The finishing line will be between a staff displaying an orange flag on the finishing mark at the starboard end and the port-end finishing mark.
13 PENALTY SYSTEM
13.1 A boat that has taken a penalty or retired under rule 44.1 shall notify the race committee promptly after finishing.
13.2 Appendix N will apply.
14 TIME LIMITS
14.1 Time limits are as follows:

If no boat has rounded Mark 1 within the Mark 1 time limit the race will be abandoned.
14.2 Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A4.1.
15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Protest forms are available at the Sail Newport dock office. Protests shall be delivered there within the protest time limit.
15.2 The protest time limit is 90 minutes after the last boat has finished the last race of the day. The same protest time limit applies to all protests by the race committee and protest committee and to requests for redress. This changes rules 61.3 and 62.2.
15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in a location to be posted on the notice board, beginning approximately 30 minutes after the protest time limit.
15.4 For the purpose of rule 64.3(b) the ‘authority responsible’ is the measurer appointed by the organizing authority.
15.5 Breaches of Instructions 17 and 20 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.
15.6 On the last day of the regatta a request for reopening a hearing shall be delivered
(a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day;
(b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day.
This changes rule 66.
15.7 A boat intending to protest shall notify the race committee on the signal boat immediately after crossing the finish line of the race in which the protest occurred of her intent to protest and the boat or boats protested.
16 SCORING
16.1 The Low Point scoring system of Appendix A will apply.
16.2 Four races are required to be completed to constitute a series.
16.3 When five races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
17 SAFETY REGULATIONS
17.1 Check-in: Before the first race of each day, each boat shall sail by the race committee signal boat on starboard tack, and call out her sail number to the race committee.
17.2 A boat that retires from a race shall notify the race committee as soon as possible.
18 REPLACEMENT OF CREW
Substitution of competitors will not be allowed without prior written approval of the race committee.
19 EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
20 SUPPORT BOATS
Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.
21 PRIZES
Prizes will be given to the top quarter of the fleet (maximum three).
22 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority or any other party involved in the organization of the event will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
23 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $250,000 per event or the equivalent.
